CPqD has rendered consulting services to Anatel, the Brazilian Telecommunications Regulating Department, when concerning the study and the handling of telecommunications services interconnection issues. The project was aimed at assessing how the current Brazilian network interconnection and remuneration model should evolve in order to fit the new market reality as well as the possible industrial consolidation scenarios. Attaining this goal required analyses involving value chain, international benchmark, projection and evaluation of the scenarios, and proposals of new interconnection models.

Another study performed by Anatel handled the issue of terrestrial digital TV deployment in Brazil. The study was intended to help Anatel choose a deployment and transition model for digital TV in the country. Studies involving international cases were presented, as well as analyses of economic scenarios, proposals of deployment and transition models and analyses of risks and opportunities offered by such transition.
