:: Consulting In Telecommunications Services Regulation

A+ A-
The current technological convergence combination has generated a scenario in which multiple alternatives are presented in relation to technologies, markets, businesses and regulations. The companies in this context, either suppliers or users of assets and services, are in search of a systemic and integrated view of those elements so that they are able to obtain a better position in relation to the competition and to government regulations.

CPqD is able to provide the markets of telecommunications, information technology, electric power, and government areas with consulting services devoted to their positioning in relation to market and technological changes through specifying new businesses and services and through the vulnerability analysis (strategic action) concerning the introduction of a certain service in this context. The work accomplished by CPqD is also aimed at helping companies elaborate product, prices and sales strategies, identify competitors, opportunities and new markets, and also structure actions to make those actions feasible (strategic marketing).

In an extremely dynamic market, companies demand innovative solutions of high value-added features in order to increase their revenues, improve their position in the market and understand the acting sector so that the challenges related to changes and uncertainties may be faced accordingly.

The methodology used by CPqD, which incorporates techniques in alignment with a systemic approach, takes two different types of analysis into consideration: the technical-economic, which includes service economic assessment techniques regarding investment under uncertain conditions, and the sociotechnical analysis, which comprises aspects of relation involving technology and society as well as their mutual influence. Among its components one can stress the sociocultural, political-regulatory and merchandising aspects.

Harmonizing both types of analysis is possible according to a dynamic approach of the systems, which allows the understanding of both the structure and the temporary behavior of complex systems by supplying a method of modeling and of computing simulation of those systems. It is also supported on mathematical patterns which, though derived from the non-linear control and dynamics theory, had their use made easier owing to the creation of user-friendly computing tools. The literature on planning has such technique as a valuable one for the analysis of tendencies and alternatives which are exemplified in contexts as diverse as the construction of scenarios, technological anticipation, release of new products and technologies, business cycles, value chain conception, service and project management and many others. The methodological model is customized according to customer needs. In addition, it guides the strategic marketing actions.

The consulting services rendered by CPqD may result in reports, presentations and prototypes of simulation models developed along with the activities. Within the strategic action domain, viability analyses may be performed. Moreover, new products, businesses and services may be specified. As far as the strategic marketing is concerned, it is possible to study the results of non-strategic actions more carefully by complementing them with detailed merchandising prospective work and business plans.
